“İnsan Genom Projesi” Üzerine Bir Etik Sorunlaştırma

Abstract

Bir canlının sahip olduğu genetik bilgilerin tümüne genom adı verilir. Bir hücrenin veya bir insanın oluşması için gerekli olan kalıtsal bilgilerdir. Genom canlının yapısını ve etkinliklerini gösteren bir plandır ve insan genom projesinin temel hedefi de insan genomunun detaylı bir fiziksel haritasını elde etmektir. Genomu, yaşamın sırrı, canlının kaderi, insanoğlunun alın yazısı şeklinde ele alan yaklaşımlar da mevcuttur. Genomun aydınlatılmasıyla, insanlık için önemli bir kazanç elde edilmekle beraber, bu bilgileri ve enformasyonu elinde tutanlar için büyük bir güç potansiyeli oluşturacağı için, ileriye dönük birçok hayati ve etik kaygıyı da beraberinde getirmektedir. Her şeye rağmen, yaşam için gerekli birçok bilgi ve bu bilgilerin nasıl kullanıldığının anlaşılmasıyla, genom projesinin bilimsel gerçeğin aranmasında önemli bir adım olduğunu kabul etmek gerekir. İnsanı insan yapan özelliklerin tümü olarak da kabul edilen genom bir bakıma bir kullanım kılavuzudur. Ancak elde edilecek bilgilerin muhafazası ve kullanım amacı ve de bu bilgiler doğrultusunda insan yapısına yapılacak harici müdahaleler başlı başına bir etik sorun oluşturur. İnsan genom projesi sayesinde elde edilecek bilgiler insan genetiğine müdahalenin yolunu açar. Ancak hem insanın doğal yapısına müdahalenin hem de müdahalenin mahiyetinin insan ya da insanlık için ne tür sonuçlar doğuracağı tam olarak kestirilememektedir. Hastalıkların tedavisi, yeni tedavi yöntemlerinin ve ilaçların geliştirilmesi, insan ömrünü uzatma, gelecekte ortaya çıkması muhtemel olumsuz durumların (hastalık, yeti ya da uzuv kaybı, engellilik vb.) önlenmesi gibi doğal iyiliklere hizmet eder. Fakat bunun yanı sıra kötü niyetlerle, ötekinin hak, hukuk ve varlığına kastedecek şekilde insan türünün doğal olmayan değişik biçimlere sokulması, ırk, aile ya da bireylere özel biyolojik silahların yapılması gibi kurgusal amaçlar için de kullanılabilmesi muhtemeldir. Ayrıca canlı tasarımı, öjeni, ölümsüzlük, ölüm testi, yaşam sigortası, personel alımı, gen patentlenmesi vb. konularda oldukça ciddi sorunlar doğurabilmektedir. Bu çerçevede genetik bilginin gizliliği ve güvenliği bağlamında mahremiyetin ihlali gibi bir sorun gündeme taşınmaktadır. Disiplinler arası nitelikteki mevcut bilimsel araştırma projesinde, “insan genom projesi” kapsamında elde edilen heyecan verici bilimsel çıktılar doğrultusunda tartışılmaya açılan güncel konular ele alınacak, etik açıdan sorunlaştırılarak teorik ve uygulama düzeyinde tartışılacaktır.

All of genetic information that a living creature has is called genome. They are inherited information required for the formation of a cell or a human. Genome is a plan showing the structure of the living and activities and the main objective of the human genome project is to achieve a detailed physical map of the human genome. Also there are approaches addressing genome as the secret of life, the fate of the living, predestination of human. By illumination of genome, while obtained a significant gain for humanity, due to this acknowledgement and information would create a huge power potential for holding, it brings a lot of vital and ethical concerns by accompanied prudential. Despite everything, it is need to accept that a lot of information essential for life and by understanding how to use this information, the genome project is an important step to search for scientific truth. As also recognized all properties that makes us human genome is an instruction manual in a way. However, preservation of the obtained information and purpose and also external intervention that will be held human nature in line with this information creates an ethical problem by itself. The information will be obtained thanks to the human genome project opens the way for interference with human genetics. However, both interfere with the natural structure of the human and the nature of the intervention to be lead what kind of consequences for man or humanity cannot be fully predicted. It serves the natural goodness such as treatment of diseases, new treatments and the development of drugs, extends human life, the prevention of possible adverse conditions, may emerge in the future (diseases, cognitive or limb loss, disability, etc.). However, as well as this it is likely to be used for fictional purposes such as malice, to mean other rights, law and presence, introducing various unnatural forms of the human species, the creation of special biological weapons for race, family or individuals. Further it can cause quite serious problems in matters creature design, eugenics, immortality, death test, life insurance, staffing, gene patenting etc. In this context, it is transported a problem to the agenda confidentiality of genetic information and as breach of privacy in security context. In this interdisciplinary research project, aforementioned issues in the context of "Human Genome Project" by ethically embracing, problematizing will be discussed at theoretical and application level.
