Abstract
Köstendil Sancağı'na bağlı olan Ilıca, Dubniçe, İştib, Ustrumca, Boyimiye, Pedriç, İslavişte, Radomir, Koçana, Maleşeva, Doyrangölü, Menlik, Piyaniçe, Sirişnik, Nogoriçe, Koniçe, Tikveş, Maleşeva, Gorna-Krayişte nahiyeleri hakkında 523 numaralı icmâl tahrir defteri temel kaynak olmak üzere incelemeye tabî tutulmuştur. Nahiyelerin hem şehir merkezlerinde hem de kendilerine bağlı olan köylerinde Osmanlı Devleti'nin bölgeyi fethiyle birlikte uyguladığı iskân politikasının etkileri görülebilmektedir. Siyasi ve askeri anlamda büyük derecede ortaya konulmuş olan Osmanlı Devlet yapısının, sosyo-ekonomik anlamda da aynı oranda tahlil edilmesi, aynı şekilde arşivlerde mevcut durumda bulunan vesikalarla gerçekleşebilmektedir. Tapu tahrir defterlerinin Ankara Tapu Kadastro Genel Müdürlüğü Arşivi'nde orijinalleri muhafaza edilmesi ve kullanıma açık bir halde bulunmamasından ötürü, elimizdeki defter nüshası, Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivi'nde bulunan orijinal defter nüshasından sağlanmıştır. Yapmış olduğumuz bu araştırma sonucunda, Balkan bölgesinin, Osmanlı hâkimiyeti öncesi ve hâkimiyeti sırasında uygulanan iskân politikası irdelemek amaçlanmıştır ve bunun yanı sıra sayısal verilerde bir sistem içerisinde verilerek Osmanlı ekonomik sistem uygulamasına örneklendirme yapılmaya çalışılmıştır. Defterin son kısmında verilen defter transkripsiyonu ve ekler kısmına eklenmiş olan tablo ve haritalar bundan sonraki araştırmalara veri sunma amacını taşımaktadır. About the sub-districts of Ilıca, Dubniçe, Shtib, Strumca, Boyimiye, Pedrich, Islavishte, Radomir, Koçana, Malesheva, Doyrangol, Menlik, Piyaniçe, Sirişnik, Nogoriça, Konice, Tikveş, Malesheva, Gorna-Krayişte sub-districts of Kyustendil Sanjak, numbered 523 the tahrir book has been examined as the main source. The effects of the settlement policy applied by the Ottomans with the conquest of the region can be seen both in the city centers and in the villages that are connected to them. Undoubtedly, the best way to determine the state structure of the Ottoman Empire and the policies it implemented is possible by conducting studies based on archival sources. The socio-economic analysis of the Ottoman State structure, which has been revealed to a great extent in the political and military sense, can also be realized with the documents available in the archives. Since the originals of the land registry books are preserved in the Archive of the General Directorate of Land Registry and Cadastre in Ankara and are not available for use, the copy of the registry is obtained from the original book in the Ottoman Archives of the Presidency of State Archives. As a result of this research we have done, it was aimed to examine the settlement policy of the Balkan region before and during the Ottoman domination, and besides, it was tried to give an example to the Ottoman economic system application by giving numerical data in a system. The transcript of the notebook given at the end of the notebook and the tables and maps added to the appendices are intended to provide data for future research.
