Abstract
Tarım sektörü, tarih boyunca ülkelerin ekonomik ve sosyal gelişiminde çok önemli görevler üstlenmiştir. Bu nedenle gelişmiş ülkelerin tarım sektöründe yakaladığı başarıyı iyi anlamak ve gerekli tedbirleri hayata geçirmek gelişmekte olan ülkelerin kalkınma süreçlerine bir ışık sağlayabilecektir. Bu doğrultuda çalışmada OECD ülkelerinin söz konusu sektördeki ekonomik performansını analiz etmek amaçlanmıştır. Çalışmada çok kriterli karar verme yöntemlerinden CRITIC yöntemi ile ülkelerin tarım sektörüne ait makroekonomik kriterlerin ağırlıklandırılması tespit edilirken ülke sıralanması için TOPSIS, VIKOR, MABAC, COCOSO ve PIV yöntemleri tercih edilmiştir. Çalışmada kullanılan çok kriterli karar verme yöntemlerinin ortak sonucunu elde etmek amacıyla da COPELAND yöntemi kullanılmıştır. 2000-2019 yıllarına ait yıllık verilerin kullanıldığı çalışmanın değişkenleri gıda TÜFE, gıda ÜFE, toplam istihdam miktarı, tarım istihdam miktarı, döviz kuru, GSYH, kentsel nüfus oranı, tarım hammadde ihracatı, tarım ihracatın toplam ihracat içerisindeki payı ve net ihracattır. COPELAND yöntemine göre Fransa 2015 ve 2016 yıllarında sırasıyla ikinci ve üçüncü sırada yer alırken diğer tüm yıllarda en yüksek performansı gösteren ülke olmuştur. Araştırmada ele alınan dönem içerisinde en iyi performans gösteren diğer ülkeler ABD, İzlanda, Şili ve Yeni Zelanda olurken en düşük performansı gösteren ülkeler Slovakya, Kore, Polonya, Japonya ve Macaristan olmuştur.
The agricultural sector has played very important roles in the economic and social development of countries throughout history. Therefore, understanding the success of developed countries in the agricultural sector and implementing the necessary measures will provide a light to the development processes of developing countries. In this direction, it is aimed to analyze the economic performance of OECD countries in this sector. In the study, TOPSIS, VIKOR, MABAC, COCOSO and PIV methods were preferred for country ranking while the weighting of macroeconomic criteria of the agricultural sector of the countries was determined by CRITIC method from multi-criteria decision-making methods. Copeland method was also used to obtain the common result of the multi-criteria decision-making methods used in the study. The variables of the study using annual data for 2000-2019 are food CPI, food PPI, total employment amount, agricultural employment amount, exchange rate, GDP, urban population ratio, agricultural raw material exports, share of agricultural exports in total exports and net exports. According to COPELAND method, France ranked second and third respectively in 2015 and 2016, while it was the highest performing country in all other years. The other countries that performed best during the period covered in the study were the United States, Iceland, Chile and New Zealand, while the lowest performing countries were Slovakia, Korea, Poland, Japan and Hungary.
