This project focuses on the examples of the practice of exile in Erzurum, which was also used as a method of punishment in the Ottoman Empire. Exile, which was applied in the early period of the state for the purpose of settlement and revitalisation of a region, turned into a method of punishment used in the late 18th and early 19th centuries to punish some people who committed crimes within the scope of serious crimes or who were thought to harm the central administration with their dissident activities in order to ensure public order. Erzurum was one of the regions to which people sentenced to exile were transferred in the Ottoman Empire. The penalty of exile (nefy), which was one of the ‘tâzir’ punishments in Ottoman criminal law, aimed to remove criminals from their place of residence. The aim of this project is to analyse the exile punishments imposed in and from Erzurum in the context of public order problems in the Ottoman Empire from Tanzimat to the end of the Second Constitutional Monarchy. In this context, it is aimed to better understand the implementation process of Ottoman criminal law and public order policies in Erzurum. The unique value of this project is that it is expected to bring a new perspective to the literature on public order problems in Erzurum and to pioneer further research in this field.
