All rights reserved.Article A Public Bank in Reconstruction and Building of Türkiye: The Establishment and Activities of İlbank (1933-1983)(Hacettepe University, 2025) Polatoğlu, M.G.Following the War of Independence (1919-1922), Türkiye was a largely devastated and low-welfare country due to economic difficulties, human and capital resources, and technological inadequacies. In terms of Mustafa Kemal Atatürk’s goal of establishing a modern country, great importance was given to the creation of livable settlements today. Municipalities Bank, which will assume the main role in this potential development and construction sector and organize what the Bank of Provinces can do, was established on June 11, 1933. Bank maintenance was established in Türkiye after the 1929 global economic crisis, when liberal economic policy was replaced by statism policy. Municipalities Bank, which has the identity of a public bank in Türkiye’s deeply structured and difficult period, supports municipalities by taking an active role in infrastructure and superstructure works such as electricity, sewage water installation and sewerage. The bank continued its investments with its limited budget during the Second World War, which started in 1939 and ended in 1945. However, the rapid urbanization experienced in the countries and the increase in the needs of local administrations necessitated a structural division in the Municipalities Bank. As a result of the regulations, Belediyeler Bankası was renamed Iller Bankası on 13 June 1945. Iller Bank has initiated a more planned and comprehensive study across the country as a result of transferring its technical knowledge and experience to the field, as well as its large capital. These studies of the bank are based on the formation and development period that started between 1933-1963 and the breakthrough period that includes the period between 1963-1983, and are carried out by constantly referring to archive documents, official publications of the institution, research and analysis studies and publications. © 2025, Hacettepe University. We investigate the relationships between the bitopological weakly Rothberger, bitopological almost Rothberger and the Rothberger covering property in classical topological spaces. We also consider them under certain type of mappings, subspaces and products. Later, we introduce new types of the star-Menger covering property in bitopological spaces. By giving counter-examples, we see that our new forms are different from some of the existing covering properties. All rights reserved.Article Local Crime Prevention Boards in the Context of Strategic Network Governance and Signal Crimes Approach: Comparative Analysis with Examples from World(Turkiye Ortadogu Amme Idares Ienstitusu, 2024) Kurtoğlu, G.L.; Kiliç Akinci, S.A paradigm shift has occurred in fight against crime thanks to the simultaneous application of the ‘network governance’ model of strategic management, which envisages the networking of stakeholders for collaboration; and the ‘proactive policing approach’ of security sciences, which is based on prevention before crime occurs. Over time, multi-layered and multi-actor innovative practices based on the initiation of the fight against crime before it occurs and the implementation of strategic planning with the participation of civil society and different fields of expertise have spread in many countries under the name of Local Crime Prevention Boards or Partnerships. In this study, in the context of Signal Crimes Approach, Local Crime Prevention Boards in the United Kingdom, Belgium and France, which are leading in proactive crime prevention with network governance and are among the countries that adopt a human-centered security approach, were analyzed comparatively in the administrative context. At this point, the standards and principles to which the EU member states refer in the fight against crime are also mentioned. Another aspect that makes the study unique is that, it is the first academic study in Türkiye that presents the multi-disciplinary scientific basis in the context of Signal Crimes Approach and community safety perspective by analyzing the best practices of three selected countries in order to contribute to the ongoing studies on the development of legislative framework on the establishment of Local Crime Prevention Boards in Türkiye. © 2024 TURKIYE ORTADOGU AMME IDARES IENSTITUSU. All rights reserved.Article A Turkish-american Joint Initiative on Tourism: The Example of Istanbul Hilton Hotel (1948-1955)(Hacettepe University, 2024) Daşdemir, H.; Çolak, M.Türkiye has a unique geography where tourism activities can be carried out in almost every season in terms of natural conditions and climate characteristics. When it comes to tourism, Istanbul is often the first city that comes to mind in Türkiye. However, despite all the features that Istanbul has in terms of tourism, it has not been able to keep up with the development of modern tourism in the world. This situation has revealed the inadequacy of touristic facilities in Istanbul due to the developments in tourism after World War II. The lack of hotels to meet the needs and desires of domestic and foreign tourists in Istanbul pushed the tourism sector and administrative managers to search for solutions. These searches were partially solved with the development of Turkish-American relations that began in the post-war foreign policy. As a matter of fact, through the Economic Cooperation Administration (ECA) established in 1948 in line with the Marshall Plan, the United States provided support to various countries, especially in Europe, to develop tourism. With this support, Türkiye managed to build the Hilton Hotel in Istanbul in partnership with an American company. This study is based on the construction process of the Istanbul Hilton Hotel, which is considered to be a reflection of Turkish-American cooperation in the field of tourism, and the events that took place. Thus, the goal is to determine the influence of America on the development of tourism in Türkiye. With the Hilton Hotel, an example of the introduction of American cultural elements into Turkish architecture and tourism is presented. This study concerning the Hilton Hotel in Istanbul which brought many firsts to the Turkish tourism sector, was mainly prepared by using the U.S. National Archives, the records of the State Department, as well as local and foreign periodicals of the period. © 2024, Hacettepe University. All rights reserved.Article Citation - Scopus: 1Evaluation of Shear Wall Design and Practice After the 6 February 2023 Kahramanmaraş Earthquakes(International Association for Earthquake Engineering, 2024) Kazaz, İ.Structural walls are vertical element of a system that is designed to resist seismic loads and considerable portion of lateral strength of a structure depends on the strength of structural walls. In Türkiye, the Mw 7.8 and 7.6 earthquakes on February 6th, 2023 caused a devastating effect on building structures over a very large region. The shear-walled buildings, mostly reinforced concrete moment resisting frames with shear walls, also suffered severe damage, particularly flexure-compression and shear-compression failures on structural walls, and some collapsed. The malpractice actions, such as seismic detailing neglected in workmanship of reinforcement, missing cross-ties in the boundary and web regions, incorrectly arranged web horizontal reinforcement end connection, insufficient lap splice lengths, reduced concrete strength due to aggregate segregation, that led to damage, are documented by field observations. However, as important as malpractice, there are some design factors that either fall short in providing the required strength and ductility to the wall members or were totally ignored as they are not present at the design stage. The letter factors can be listed as the wall index (ratio of wall area to building plan area), selection of structural form without reliable consideration of frame-wall interaction effects, large axial load variation on walls, beam to wall connection shape, the effect of large displacement excursions on walls due to near-field effects. It was identified that the most prominent cause of damage to the walls is low wall index. TBDY-2018 classifies structural system with structural walls according to the ratio of total wall moments to total overturning moment at the base. However, before TBDY-2018 the system definition is done according to the ratio of total wall shear forces to total base shear force. These two definitions produce quite different values for the wall index, which is lower for the letter classification. Most of the wall-frames structures, in which structural walls were significantly damaged, have wall indexes in the range of 0.2-0.4%. This study evaluates existing code design criteria on structural walls in the light of observed damage. A rational basis, which takes into account frame-wall interaction effects, is proposed to quantify the required wall index for controlled damage to wall member. Damage limits are proposed for the seismic performance evaluation of wall members. © 2024, International Association for Earthquake Engineering. A space X is said to be Γ-paracompact (Γ-P, for short) space if every open cover of X has a strongly locally finite (SLF) open refinement. We give some characterizations of Γ-P spaces. We also define some weaker forms of Γ-P spaces as Γσ-paracompact and feebly Γ-P spaces We later introduce Γ-expandable spaces and study the relationships between Γ-expandable and Γ-P spaces. All rights reserved.Article The Protective Role of Perceived Parental Guidance on the Association Between Playing Violent Video Games, Identification with the Game Character and Aggression Among Turkish Boys(RJ4All Publications, 2023) Çoksan, S.; Şahin, S.M.; Yıldız-Çoksan, S.The association between violent video games and aggression has been discussed for a long time. While some studies point out positive relationships between these variables, some emphasize that there is no relationship. This contrast indicates that new research should focus on mediating and moderating variables between variables. Thus, the current study aimed to examine the moderating role of perceived parental guidance on the association between the duration of playing violent video game, identification with the game character, and aggression among Turkish boys using moderated mediation analysis. Participants (N = 130, Mage = 13.43, SD = 1.64) stated how many hours a week they played customizable games featuring a character in which the character was directed by the player within a story. They also expressed their identification with these characters, their aggressive attitude towards their peers and society, and their perceived guidance from their parents. The results showed that identification with the game character had a positive mediating role between the duration of playing violent video games and aggression; however, on the perceived high parental guidance condition, this relationship was lost. The findings are discussed in the context of the protectiveness of perceived parental guidance. © 2023 RJ4All.Article Establishment of the Republican People's Party Organization in Hatay and Its Role in the Annexation of Hatay(Hacettepe University, 2022) Çelik, Ş.In this study, the organization of the Republican People's Party (CHP) in Hatay and the role it played in the process of Hatay's annexation to Turkey are discussed. Although it was founded in 1923, it is possible to base the foundations of the CHP back to the Sivas Congress period. The party, which was organized as the People's Party on 9 September 1923, started to be organized throughout the country by taking the name of the Republican People's Party after the proclamation of the republic. This organization continued in the following years. In Hatay, the organization of the CHP coincides with the years before the annexation. The establishment that constitutes the first core of the CHP in Hatay is the Iskenderun Commons Party, which was established at the end 1930. This party could not operate much in the political field, but established the Association of Carpenters in March 1931 among the tradesmen groups. In the same year, at the beginning of December, the People's Group, which is the continuation of the Iskenderun Awam Party and reminding the name of the party in Turkey, emerged. This group transformed into the Hatay People's Party in the spring of 1934 and the establishment of the party in Hatay was completed in the same year, albeit unofficially. It was in August 1937 that the Hatay People's Party became official. After the Hatay State was established, the People's Group was transformed into a CHP organization. Tekirdağ Deputy Rahmi Apak, who was sent to the region as a party inspector during the Hatay State period, started the organization of the CHP in Hatay in the beginning of 1939 and these studies were completed at the end of April 1939. Thus, before joining more to Turkey, the CHP organization was established in Hatay. However, since Rahmi Bey acted without considering the real needs of Hatay while establishing the party organization, the Hatay CHP organization was reorganized by the Regional Inspector Fahrettin Tiritoğlu in 1940. On the other hand, participate in Hatay in Turkey, which is equivalent in both the CHP Hatay People's Party, which is integrated with the state and is a great role. The youth of the region were tried to be raised by Turkey before the annexation, and the state realized this through CHP. For this purpose, the students were brought to Turkey from Hatay taught as a scholarship student. Later, they were ensured to return to Hatay and take part in the People's Party and People's Houses. On the other hand, it was ensured that civil servants who were sent to Hatay from Turkey during the annexation process, also took part in the People's Party here and worked in the Hatay case. © 2022, Hacettepe University. All rights reserved.Article Citation - Scopus: 2The Energy Consumption and Economic Growth Nexus: Regional Evidence from Turkey(Nova Science Publishers, Inc., 2022) Algül, Y.; Erenel, D.Scholars have extensively examined the causal relationship between energy consumption and economic growth, both in time series and panel data contexts, due to its significance for policymaking purposes. However, an exploration of the topic at regional level within countries is crucial. This scrutiny is essential due to the potential regional disparities in the link between energy consumption and growth, and the implications of these disparities for shaping and localizing energy policies. Accordingly, this study examines the cointegration and causality relationship between energy consumption and economic growth with Westerlund (2007) Panel Cointegration and Dumitrescu and Hurlin (2012) Panel Causality Tests for twelve regional groups in Turkey, for the period 2004-2021. According to the results, it is found that there is a cointegration linkage between energy consumption and economic growth in the long run and there is a unidirectional causality from energy consumption to economic growth in general term. Moreover, Kónya’s (2006) Bootstrap Panel Granger Causality Test reveals that the Growth Hypothesis holds true for the Istanbul, Western Marmara, and Northeastern Anatolia regions, suggesting a causal relationship from energy consumption to economic growth. Conversely, the Conservation Hypothesis applies to the Eastern Black Sea region, indicating the reverse direction of causality. Moreover, the results suggests that Feedback Hypothesis is evident in the Aegean and Mediterranean regions which implies causality both from energy consumption to growth and from growth to energy consumption. Finally the Neutrality Hypothesis is found to be valid for the other remaining six regions, indicating the absence of a causal relationship between the variables. © 2022, Nova Science Publishers, Inc.. All rights reserved.Article Vocabulary Based on the Concept of 'orthopedic Disability' in Historical Turkic Languages(Hacettepe University, 2023) Isi, H.; Alan, S.To ensure that they are not sure of the vocabulary surrounding various conceptual fields as various suffixes in the root as an agglutinative language, the Turkic language, which came with the changes it experienced in the historical process and various branches that occurred in the unity of these changes, which was documented for the first time in writing with the Orkhon Inscriptions. It contains primarily religious terms, clothes, food and beverage names, kinship names, myths, legends, tales, proverbs, etc. Turkic language, which contains vocabulary elements based on various conceptual fields in its categories, has a richness in terminology. One of the rich terminological categories in the Turkic language is the 'organ names' category. In this category comes the concept of 'orthopedic disability', which has various medical sub-headings. In this respect, the present study consists of thematic and linguistic analyzes based on the terms within the concept of 'orthopedic disability', witnessed by historical Turkic texts. In the study, firstly, information will be given about the terms that are in the concept of 'orthopedic disability' medically, and then studies based on the words in 'orthopedic disability' will be given. © 2023 Hacettepe University 1. In other words; ergogenic support for athletes is practices or techniques that increase performance capacity and work efficiency and provide quick recovery after exercises. Nutrition of athletes and the use of ergogenic support are growing in popularity every day. Although there are various ergogenic supplements, the most well-known form is nutritional supplements. Foods and special diets, nutritional practices and strategies used by athletes to improve performance are nutritional ergogenic supplements. Their use has also increased significantly over the past decade. The primary purpose of nutritional supplements is to improve performance, balance body fat ratio and activate protein synthesis of athletes. Ergogenic aids are also used continuously to increase strength, endurance, speed and ability. Nutritional supplements taken before and during exercise, replenish the body's stores, provide fluid balance and facilitate regeneration between competitions, so it is believed that they provide an advantage from a athletic performance of view. As a result of all these approaches, it is seen that food support supplements have benefits in improving the performance of athletes. But only when with the right product, at the right time, with the right amount and professional support are received, performance increases can be achieved. In cases where improper support supplements are used, athletes either see little or no benefit. This review aims to examine the current literature on the structure of ergogenic support products that are often used in the sports world and have various effects on performance, their impact on sports performance and recommended amounts of use. © 2021, Ataturk Universitesi. All rights reserved.Book Part Paclitaxel Resistance in Head and Neck Cancer: Underlying Molecular Mechanisms and Potential Therapeutic Targets to Overcome Paclitaxel Resistance(Nova Science Publishers, Inc., 2022) Aytatli, A.; Karatas, O.F.Head and neck squamous cell carcinoma (HNSCC) is one of the most frequently diagnosed malignant neoplasms worldwide, constituting over 90% of the head and neck cancers. Development of resistance against chemotherapeutics including paclitaxel in addition to frequent recurrence of the disease constitute major obstacles to the treatment of HNSCC patients. Paclitaxel, also known as Taxol, is the first known microtubule stabilizing agent described in the literature, which mechanistically inhibits cell cycle and induces cell death by stabilizing the microtubules during the cell division. Acquisition of resistance against paclitaxel in HNSCC causes undesirable clinical outcomes like tumor progression, recurrence, and metastasis. The basic mechanisms related to the development of paclitaxel resistance include, but are not restricted to changes in its metabolization within tumor cells, its export from cancer cells through efflux pumps, intrinsic resistance of cancer stem cells against paclitaxel, and switching on alternative signaling pathways. In this chapter, we have reviewed and summarized the most current literature, including our own research, that implicate the underlying molecular mechanisms of paclitaxel resistance and the potential therapeutic targets to overcome paclitaxel resistance in HNSCC. Milli Egitim Bakanligi, 2021) Ulupınar, S.; Ozbay, S.A practice named ‘health-related physical fitness report” has established for all students aged 10-18 years within “Turkey Healthy Nutrition and Active Life Program 2018-2023” in collaboration Ministry of Health and Ministry of Education. The reliability of the measurements is very important since they provide a national data although common and easy-to-apply exercises are preferred for the practice. The aim of this study is to determine the test-retest reliability of the exercises included in the physical fitness report. A total of 305 (121 females and 184 males) students in 9-12th grade participated in this study voluntarily. This study was designed as two parts. In the first part, an investigator administered push-up, crunch, and flexibility (right and left) tests for 305 students in two session with one week interval. The reliability analysis of the measurements was determined by intra-class correlation coefficient, typical error, variation coefficient, and smallest worthwhile change values. In the second part, four investigator reapplied all tests for 84 students with one week intervals and the reliability analysis was assessed by using intra-class correlation coefficient. The findings indicated that test-retest reliability was high both between two measurements (ICC >0.97) performed by the same investigator and among four measurements (ICC >0.95) performed by different investigators. Consequently, this study suggested that the measurements performed in accordance with the instructions in the practice guide of physical fitness report and in the information on the Education Information Network presented highly reliable results. © 2021. All Rights Reserved.Book Part The Innovation Systems from National to Regional Level: The Role of RIS in the Regional Development(Peter Lang AG, 2020) Hamamci, E.D.E.Article Context-Dependent And Context-Independent Task Development in Examining Verb Complementation Patterns in English(Children Research Center, 2021) Serap, A.B.; Sibel, S.The aims of the present study are: a) to examine the methodological issues on the development of context-dependent and context-independent task development process in investigating the cognitive verb complementation patterns in English; b) to design and administer task items to analyze the learners’ recognition and production levels in the use of verb complementation patterns and their related verb senses. The paper adopted an exploratory sequential mixed methods design and followed a three-phase procedure covering the creation of task items and the development of instruments, administration of context-dependent and context-independent tasks to 200 Turkish EFL learners and conducting the reliability and validity measurements based on the interpretation of the results. Based on the validity and reliability analyses results, the tasks designed for factive and non-factive cognitive verb complementation analysis were found to be acceptable. Thus, this study offers valid and reliable context-dependent and context-independent tasks to examine the learners’ competence at the recognition level and their performance at the production level in the use of cognitive verb complementation patterns and their related verb senses in the English language. These tasks provide a novel application by shedding light on the developmental relationship between the learners’ state of knowledge regarding verb complementation and their vocabulary knowledge and address both the learners’ comprehension and production of cognitive verbs. In this sense, a number of implications are suggested for pedagogical purposes and further inquiries. © 2021 Children Research Center. All right reserved.
